Рассматриваются причины возникновения и развития одноязычного менталитета в Европе и деятельность научной и политической элиты Европейского Союза по преодолению одноязычного менталитета европейцев в ходе реализации европейского интеграционного проекта. Цель исследования – выяснение роли языковой и культурной политики руководящих органов Европейского Союза в создании новой европейской идентичности, основанной на принципах многоязычия и языкового разнообразия. Аргументируется необходимость отказа от традиционного моноязычного менталитета, неизменно приводящего к этнократическим формам управления на всех уровнях. Показано, что изменение языковой ситуации в большинстве европейских государств, в особенности в наиболее экономически развитых странах Западной Европы в результате политических и экономических потрясений ХХ века, привело к трансформации европейских обществ, делая их разнообразными в этническом, языковом и культурном отношениях. В свою очередь, изменение языковой и культурной картины в Европе сделало многоязычную и поликультурную политику актуальной. В статье также показано, что в процессе преодоления моноязычного менталитета в Европе и создания новой многоязычной и поликультурной личности может быть использован многоязычный и поликультурный опыт отдельных европейских государств, в частности Швейцарии и Норвегии. The causes of emergence and development of monolingual mentality in Europe,as well as the activities of the academic and political elites of the European Union in overcoming the monolingual mentality of Europeans in the course of realization of the European intergration project are considered.The aim of the research is to reveal the role of the languageand cultural policies of the ruling bodies of the European Union in creating a new European identity based on the principles of multilingualism and linguistic diversity. The necessity of rejecting all forms of the traditional monolingual mentality,which is invariably leading to ethnocratic forms of government at all levels, is substantiated. It is shown that a change of the language situation in the majority of the European countries, particularly in the most economically developed nations of Western Europe as a result of political and economic upheavals of the 20th century has led to the transformation of European societies, making them diverse in ethnic, linguistic and cultural relations. In its turn, the change of the linguistic and cultural picture in Europe has made the multilingual and polycultural policies relevant. In the article it is also shown that in the process of overcoming the monolingual mentality in Europe and creating a new multilingual and polycultural personality, the multilingual and polycultural experience of certain European nations, particularly Switzerland and Norway, may be used.
